After being a judge in the Belgian Congo during 7 years, he became in 1921 municipal council in Uccle and then Mayor in 1939. During the German occupation, he enlisted in the Resistance and became co-president of "Front de l'Indépendance". In 1945 he was appointed Governor of Brabant by the Belgian government in exile in London.
